But they need data to make it happen.

Why is data so important?

 

True justice should be data-informed, not gut-driven. Outcomes should be fairly and evenly determined, not skewed by human-error or bias. Because every obstacle prosecutors encounter directly impacts the citizens they serve.

We believe improving coordinated access to data through innovative technology solutions is essential to equip prosecutors and implement meaningful policy change.

We work towards this goal with a dual approach: We assess diversion programs nationwide as alternatives to mass incarceration, and we utilize data analytics to identify unintentional disparities in decisions like charging, bail, plea offers, and sentencing recommendations.

OUR APPROACH:

How does it work?

Our CEO and founder is a former state prosecutor, and she oversees and manages each crucial stage of Innovative Prosecution Consulting’s work with a site office.

We have a two-part team which is led by our subject matter expert and CEO. Our policy team  includes a project manager, policy fellow, and intern. Our technical/research team comprises two research professors and 2-3 research associates from American University’s Department of Justice, Law & Criminology. Our data work also extends to corrections departments.

Our work offers critical support quickly and efficiently:

We meet with the office’s staff to assess their specific data needs and goals.

We create a memorandum of understanding/contract to cover: our scope of work,  deliverables, roles and responsibilities, data ownership and use, types of cases and caseloads to be analyzed, dissemination of findings, project timelines, and communications protocols.

 

 We examine an office’s internal case management data to assess capacity limitations or missing information within a specified data set (e.g., 30,000 closed misdemeanor assault cases from 2017-2018).

 

We convert our data analysis into recommendations for practice guidelines, advising on such issues as:

1. Diversion programs;

2. Prosecutorial decisions (e.g., charging, bail, plea offer, sentencing, etc.);

3. Best practices used around the country (e.g., ending cash bail).

4.  Assist in the development of data dashboards.

We build leaders. Based on our assessments, we will personally work with office staff individually to identify and overcome challenges to implementation, together.

Recommendations include topics from diversion programs and prosecutorial decisions to best practices from other jurisdictions around the country, and data dashboards.

Meet Our Founder & CEO, Allison Pierre.

Allison C. Pierre is an innovator. She founded Innovative Prosecution Consulting (IPC) in 2019.

Before IPC, Allison graduated from Barnard College, Columbia University and holds a J.D. from American University’s Washington College of Law.  She launched her career at the Brooklyn District Attorney’s office and later became an associate in complex commercial litigation law firms in Manhattan. She also served as a Special Assistant U.S. Attorney for the U.S. Attorneys’ Office in D.C. 

She has led a diverse and dynamic career as a criminal prosecutor and civil litigator. But in 2019, she made a pivotal career change from practitioner to reform advocate. After reading the New Jim Crow: Mass Incarceration in the Age of Colorblindness, she was awakened to the significant disparities in criminal justice.

Reform became her new path. Specifically, using technology to drive reform. As a strategist, she connects state prosecutors to cutting- edge technology and data analysis to inform their policy decision making.
